Document Description
Project Location: Groves Road: Escalon-Bellota Road to east end; San Julian Road: west end to Escalon-Bellota Road. See attached Vicinity Map. Project Justification: Groves Road formally known as Hartley Road has an unknown original construction date and structural section. The road is 18 feet wide and has been periodically chip sealed by Road Maintenance with the most recent occurring in 2024. San Julian Road formally known as Edinger Road has an unknown original construction date and structural section. The road is 16 feet wide and has been periodically chip sealed by Road Maintenance with the most recent occurring in 2024. Groves Road exhibits a high amount of longitudinal and edge cracking; a medium amount of block cracking; and a low amount of alligator cracking and rutting. San Julian Road exhibits a high amount of longitudinal and edge cracking; a medium amount of block cracking and alligator cracking; and a low amount rutting. Scope of Work: The project will consist of: 1. Resurfacing existing roadway with 0.17 feet of Hot Mix Asphalt (HMA) (Type A). 2. Repairing pavement structural failure areas with full depth 0.50 feet HMA (Type A). 3. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 4. Adjusting Existing frame(s) and cover(s) of monuments and utilities to finished grade. 5. Replenishing shoulder backing varying between 4 to 6 feet as called out by Engineer. 6. Paving Driveways (Type D and E). Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
