Document Description
The Riverside County Transportation Department proposes to install a traffic signal at the intersection of Stetson Avenue and Yale Street in the East Hemet area of Riverside County. Stetson Avenue is a 2-lane major road that travels in the east-west direction. Existing pavement width is approximately 42’ wide with dikes along the roadway. Yale Street is a 2-lane collector street that travels in the north-south direction. Existing pavement width is approximately 40’ wide.
The project scope includes installing ADA (Americans with Disabilities Act) compliant curb ramps at all four corners, striping modifications for left turn lanes on Stetson Avenue, curb and gutter as well as a signal installation at the intersection of Stetson Avenue and Yale Street by installing traffic signal poles, signal mast arms, cabinets, conduits, pullboxes, and other traffic signal equipment.

Reasons for Exemption
The County has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following:
Section 15301 (c) – Existing Facilities – The proposed project of installing a traffic signal and restriping the roadway to include left turn pockets, is consistent with Section 15301(c) which exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, (this includes road grading for the purpose of public safety). Furthermore, the project does not create additional automobile lanes and involves minimal to no expansion of use of the exiting roadway and associated facilities.
