Reasons for Exemption
The Zoning Reclassification and Zoning Map Amendment are exempt under Common Sense Exemption (CEQA Guidelines, 14 CCR Section 15061(b)(3)). The proposed zoning reclassification and zoning overlay do not authorize physical development or ground disturbance on the site and therefore they are exempt from further environmental review under common sense exemption. The development of the site involves the construction of a single-story, approximately 5,908-square-foot building within an urbanized area on a site that allows for educational facilities with a Special Use Permit (SUP). Therefore, it is categorically exempt from further environmental analysis under class 3 small structure (Section 15303).
