Encroachment Permits are ministerial and are exempt under Sections 21080(b)(1) and 15628 Ministerial Permit and 15061(b)(3) and 15061(b)(3) the Commons Sense exemption of the State CEQA Guidelines. Therefore, no environmental documents were required for consideration of the action taken.
