Reasons for Exemption
The project is exempt from CEQA pursuant to Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction) and Section 15304 (Minor Alterations to Land) of the State CEQA Guidelines. Section 15301 is applicable because the project is the repair of an existing brick surfacing and sunken storm drain within the existing ADA accessible picnic area at the San Dieguito Miracle Field with no or negligible expansion of use. Section 15302 is applicable because the repair may include replacement of some of the brick pavers and reconstruct the subbase prior to relaying the pavers. Section 15304 is applicable because minor ground disturbance is necessary to remove tree roots that are uplifting the brick pavers and raise the level of the storm drain to provide positive water flow. The surface will be restored after ground disturbing activities have been completed. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
