Adoption of the 2023–2031 Housing Element is a policy-level, State-mandated General Plan element update and does not authorize physical development. It can be seen with certainty that there is no possibility the adoption action itself will have a significant effect on the environment (CEQA Guidelines §15061(b)(3)). The action also implements the City’s Regional Housing Needs Allocation and is statutorily exempt pursuant to CEQA Guidelines §15283. The Housing Element relies on environmental analysis previously completed for the City 2035 General Plan Update FEIR (certified February 16, 2016, Resolution 2016-10). Lastly, this update is eligible for CEQA Guidelines §15332 (Class 32, In-Fill Development Projects), which provides an exemption for any projects characterized by in-fill development.
