Document Description
Project treatments include fuel reduction and emergency hazard tree abatement/removal on approximately 569 acres along roads, ingress and egress points, and near habitable structures to provide for public safety from falling snags, safer ingress and egress of evacuating residents and responding emergency personnel. Treatments will focus on the removal of dead vegetation along the road edge and adjacent to structure. Treatments will include mechanical and hand removal of hazardous vegetation. All standing dead and dying hardwoods and conifers will be removed except for trees that do not pose a hazard and show wildlife use value. Mechanical operations will include the use of a masticator and chipping equipment, and manual treatments will include chainsaws, loppers or pruners, piling and burning. Removal of hazardous trees and fuels reduction will have a direct benefit to the life and safety of residents and travelling motorists in the area. All the rest of the trees, and activity fuels will be put into machine burn piles or chipped. Treatment areas will be reforested through the planting of conifer trees using hand tools. There is no selling, bartering, or trading planned as a part of this project. The value of the fuel treatments, both in terms of reduced fire behavior/intensity and in terms of impacts will produce long-term benefits. Live trees that do not pose a threat to people or property will be retained.

Reasons for Exemption
Public Resources Code, Division 13, Chapter 6, Article 19, Section 15304 allows minor alteration of vegetation including fuel management activities to reduce the volume of flammable vegetation, provided the activities do not result in the taking of endangered, rare, or threatened plant/animal species, or cause significant erosion and sedimentation of surface waters. Minimal ground disturbance is expected from this amended project. A current CNDDB and USFWS search was conducted. The project as proposed will not have a negative impact upon any listed species of plant or animal with potential to be found within the project area. This project as proposed is not expected to result in a significant impact on the environment.
