Document Description
The purpose of the proposed project is to restore access to an existing 30" sewer pipeline that will allow IEUA conduct maintenance operations in the future. Access will be restored to the existing pipeline and support Manholes by removing some parking spaces and creating access adjacent to the north side of Interstate 10.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed project, which consists of re-establishing access to the 30" sewer pipeline, has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the adequate access is available to perform maintenance on this major truck sewer line without significant adverse impact. Categorical Exemption Class 1 exempts “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment...involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. (b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services....(f) Addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features including navigational devices;” The proposed project has been determined not to have a potential to cause significant adverse environmental effects due to the limited scope of physical modifications within the existing pipeline alignment. Therefore, this proposed action qualifies with the requirements for a Class 1 Exemption.
