Document Description
The Port of Oakland Maintenance Program (Project) will involve routine five-year maintenance to existing structures and facilities within the Port of Oakland Area (Port Area), which includes the Oakland Airport, Seaport and Commercial Real Estate Area and extends 19 miles from Emeryville to San Leandro. The Project is located along Oakland Inner Harbor (Harbor) and San Francisco Bay (Bay) at the approximate centroid of the Port Area in the City of Oakland, Alameda County (Lat. 37.786917; Long. -122.259475). Maintenance activities for the Project will involve in-water work, over-water work and shoreline/landside work. The Project will begin construction in Fall 2025 and conclude in Fall 2030. In-water work under the Project will include pile removal, replacement and repair, sheet pile repair and replacement, bulkhead and breakwater repair, debris containment and removal, maintenance of scientific measurement devices and surveying and sounding equipment, minor excavation and dredging, minor discharges of fill or dredged material, structural discharges, and removal of the Howard Terminal dolphin from the Harbor. Over-water work will involve removal of dilapidated structures and debris including pier decks, repair or replacement of wharves, piers, docks, related structures and associated utilities, and reconfiguration of existing docks, including fender and bollard replacement and maintenance of utilities (conduits) and concrete spalling, pile cap repair, restoration of floating navigation aids and markers, and repair and maintenance of other structures above water including Middle Harbor Enhancement Area platforms. Lastly, shoreline/landside activities will involve bank stabilization and shoreline protection, culvert and road repair, outfall repair, tide gate maintenance or replacement, fence repair, pumphouse repair, and maintenance of Airport channels, including vegetation management and erosion protection, bank stabilization and sediment and debris removal.

Reasons for Exemption
The Project primarily involves routine maintenance of existing facilities and does not involve any permanent impacts from the placement of new fill material in waters of the State. The Project will adhere to the authorized limits for maintenance activities specified in the 401 Water Quality Certification permit (Reg Measure: 461410; Place ID: 901779). Mitigation for the project's temporary impacts will involve a combination of invasive vegetation management (Pampas Grass and invasive Spartina removal) and shoreline cleanup initiatives. Appropriate and effective BMPs will be implemented, including compliance with piling requirements from the 2024 Not Likely to Adversely Affect Program that the Corps has in place with NOAA-NMFS.
