SLURRY SEAL ARTERIAL AND COLLECTORS 2026 Project Description Project Location: • Road District 1: Washington Street, Fresno Avenue, Del Rio Drive, Webster Avenue, Plymouth Road, Telegraph Avenue, Delaware Avenue, Alpine Avenue, Mission Road, Ryde Avenue, Rainier Avenue, Country Club Boulevard, Odell Avenue, Eighth Street. • Road District 2: Waudman Avenue, Balboa Avenue, Thornton Road, Hammer Lane, Pershing Avenue, Meadow Avenue, Eight Mile Road, Lincoln Road, Benjamin Holt Drive, Alexandria Place, Swain Road, Davis Road, Lower Sacramento Road. • Road District 4: Elliott Road, Tully Road, Hammond Street, Jack Tone Road, Harney Lane, Bruella Road, Woodbridge Road, Mokelumne Street, Chestnut Street, Lower Sacramento Road. See attached Vicinity Maps. Project Justification: As part of an overall pavement maintenance strategy, these roads are programmed for slurry seal on a 7-year cycle. The roads within these project areas are mostly 22 to 75 feet wide two-lane and four-lane urban arterial and collector roads. These roads have not been resurfaced within the last 3 years. Roads with "Fair" or less Overall Condition Index (OCI) ratings will be reassessed again prior to the next cycle (2032) to determine if rehabilitation or other treatments are necessary. Scope of Work: The project will consist of: 1. Placing Slurry Seal (Type II) on the existing pavement. 2. Performing Pavement Repair to areas with structural failure to a depth of 0.50 feet with Hot Mix Asphalt (HMA). 3. Removing any existing Thermoplastic Traffic Stripes and Pavement Markings and replacing in kind. 4. Adjusting monuments to finish grade where necessary. Environmental Setting: In these portions of the San Joaquin County, land usage varies from residential to rural with single family homes. There are many large trees adjacent to the project areas. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
