Document Description
PELTIER ROAD RESURFACING Project Description Project Location: Peltier Road: Lower Sacramento Road to State Route 99. See attached Vicinity Map. Project Justification: The original construction date and method are unknown for Peltier Road. The existing roadway (from Lower Sacramento Road to SR 99) was reconstructed in 1970 with 2 inches of asphalt concrete (AC)/4 inches of asphalt base (AB). The road was overlaid with AC in 1999 with a varying thickness of 0.25 feet to 0.35 feet. The road has been periodically chip sealed by Road Maintenance with the most recent application occurring in 2018. The existing roadway exhibits frequent transverse and longitudinal cracking throughout the project limits with minimal to no shoulder backing. Scope of Work: The project will consist of: 1. Resurfacing existing 24-foot-wide roadway with 0.25 feet Hot Mix Asphalt (HMA). No paving fabric will be used. 2. Repairing all pavement structural failure areas with full depth 0.50 feet HMA. 3. Removing and replacing asphalt concrete dikes in-kind at the railroad crossing. 4. Constructing HMA driveways and frontages 8 feet in length from edge of pavement. 5. Placing 4-foot-wide gravel shoulders on both sides: 2 feet (8% slope) and 2 feet to conform. 6. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 7. Professional Land Surveyor verifying monuments in the field and advising replacement of 1 survey monument box and adjusting 3 survey monument boxes to finished grade. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
