Project Description
Project Location:
Flood Road: Escalon-Bellota Road to Waverly Road. See attached Vicinity Map.
Project Justification:
The original construction date and existing roadway structure for this portion of Flood Road are unknown. The road has been periodically chip sealed with the last being in 2024.
The existing pavement surface has moderate structural failures with alligator cracking. The roadway has some potholes and pavement settlement.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadway (20 feet wide) with 0.25 feet Hot Mix Asphalt (HMA) (Type A).
2. Repairing pavement structural failure areas with full depth 0.25 feet HMA (Type A).
3. Replenishing 4-foot-wide shoulder backing: 2 feet (8%) and 2 feet to conform.
4. Constructing 8 feet HMA (Type A) driveways.
5. Applying penetration treatment at all intersection radii plus 50 feet or to conform.
6. Adjusting existing survey monument frames and covers to finished grade.
7. Performing earthwork (Miscellaneous Areas) to remove high shoulder areas.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
