Document Description
To perform erosion repair on two sites, including the removal of three almond trees to
facilitate site access and temporary water diversion. The work will comply with the Operation and Maintenance Manual for “Chico and Mud Creeks and Sandy Gulch Sacramento River and Major and Minor Tributaries Project, California, Section 4-03, c(3)” and will be conducted as follows:
Repair Site 1 includes: (1) reestablishing the original toe of the slope by placing clean, washed, boulder sized RSP; (2) backfilling and compacting the eroded area to restore grade and slope to the pre-existing bank and roadway shoulder; (3) placing and anchoring erosion control fabric; (4) placing boulders over the erosion control fabric, graduating in size from toe of slope to top of bank with the largest being placed at the
toe and smallest at top; (5) articulating temporary vertical shelters throughout the repair area for eventual placement of natively sourced willow cuttings; (6) repairing and replacing an existing outfall in-kind, if needed; and (7) replacing in-kind a 24-inch metal corrugated pipe if needed.
Repair Site 2 incudes: (1) reestablishing the original toe of the slope by placing boulder-sized RSP or concrete blocks; (2) placing boulders graduating in size from toe of slope to top of bank with the largest being placed at the toe and smallest at top; and (3) articulating temporary vertical shelters throughout repair area for eventual placement of natively sourced willow cuttings.

Reasons for Exemption
The project is exempt from CEQA under Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. The project is also exempt from CEQA under Class 4, Minor Alterations to Land categorical exemption (California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Finally, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
