Document Description
THUMS Long Beach Co. (THUMS) proposes a non-expansion project consisting of twelve (12) active and idle Oil & Gas wells that, with project approval, will be converted to injection (CTI). The main objective of this water injection project is to economically maximize oil recovery and manage subsidence within the permitted area. This project is implemented in accordance with all county, state, and federal safety and environmental rules and regulations.
The proposed project consists of the California Department of Conservation, Geologic Energy Management Division (CalGEM) issuing one revised project approval letter (PAL) to THUMS Long Beach Co. for the modification of Underground Injection Control (UIC) project No. 84945001, located within the Wilmington Oil Field in Los Angeles Offshore County. The list of injection wells that would be associated with the modified UIC project are included in the table below.

Reasons for Exemption
Class 1 applies because the proposed project consists of “minor alterations” to 12 existing oil and gas production wells involving “negligible or no expansion of existing or former use” (14 CCR § 15301). The project would make negligible changes to the UIC project by converting 12 existing oil and gas production wells to waterflood injection. This work is part of a non-expansion infill package and would be subject to the terms of the existing project approval letter (PAL). The project would take place on artificial offshore islands and would not involve the construction of new facilities or the expansion of existing facilities. The Los Angeles Regional Water Quality Control Board reviewed the project for groundwater impacts and issued a No Objection Memo on February 19, 2025. Therefore, there would be a negligible change in existing use.

The project would reconstruct the wellbores of 12 existing oil and gas production wells to convert them to waterflood injection. The work would take place on existing wells located on existing offshore islands.

Therefore, there would be negligible impacts to the surrounding environment.
