Document Description
The proposed project is the Navy Ten-Miler Race at Chula Vista Bayside Park (Bayside Park) in the city of Chula Vista, California. The proposed event would take place in February and is a one (1) day event with one (1) additional day for set-up and one (1) additional day for breakdown. All event participants would begin and finish the run at the south half section of Bayside Park utilizing the walking path, and would continue on public roads through the District and within the City of Chula Vista with appropriate traffic control measures. The event attendance is anticipated to be approximately 2,000 people.
Public access would be maintained during the event; however, the event would require the temporary road closures, including but not limited to Sandpiper Way and Plover Way and the temporary use of approximately 60 parking stalls for staging in Bayside Park South. Parking for event participants would be available at Bayside Park North, with additional parking available at nearby business and surface streets. Chula Vista Police Department would be responsible for traffic management and emergency services.

The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act Guidelines Section 15304 Existing Facilities and Section 15323 Normal Operations of Facilities for Public Gatherings and Section 3.d. of the District’s Guidelines for Compliance with CEQA because it is a temporary event that would not involve the removal of mature, scenic trees, and would not have any permanent effects on the environment, and would consist of the normal operations of existing facilities for public gathering.
