NORTH 99 FRONTAGE ROAD EAST RESURFACING 2026 Project Description Project Location: North 99 Frontage Road East: 4350 feet south of Hammer Lane to Hammer Lane. See attached Vicinity Map. Project Justification: The existing 32-foot frontage road was constructed by Caltrans in 1963 with a structural section of 0.17 feet of Asphalt Concrete (AC), 0.50 feet of Aggregate Base (AB), 0.75 to 0.83 feet of Asphalt Subbase (ASB) and relinquished to the County the same year. The Roadway from the old State Route 99 old hook ramps to Hammer Lane was resurfaced in 2003 with 0.17 feet of AC. The North end limits were reconstructed in 2008 with the Hammer Lane off ramps realignment. The most recent work on this frontage road was performed for Crack Seal 2020-2021. The roadway segment south of our begin limits is maintained by Caltrans. The existing pavement consists of occasional alligator and block cracking as well as high transverse and longitudinal cracking throughout the project limits. In addition, there are areas of rutting in the wheel tracks and areas of structural failure. Scope of Work: The project will consist of: 1. Cold planing 0.17 feet of pavement (32 feet wide) and replacing with 0.17 of Hot Mix Asphalt (HMA) (Type A). 2. Repairing pavement structural failure areas with 0.25 feet HMA (Type A), after planing operation is performed. 3. Replacing all thermoplastic marking placed by Caltrans in kind. 4. Replacing existing Caltrans Detector loops. 5. Leaving all Drainage Inlets (DI’s) in place. Environmental Setting: In these portions of the San Joaquin County, land usage varies from commercial to agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
