Document Description
The project will construct concrete curb, gutter, and asphalt concrete pathways on School Street (10-feet wide) and Topper Lane (6-feet wide, except where pathway narrows around fire hydrants and utilities, etc.) between Moraga Road and St. Mary's Road with direct connections to the Lafayette-Moraga Regional Trail; and a concrete curb, gutter, and sidewalk on the north side of St. Mary's Road between Topper Lane and Birdhaven Court.
To construct the features above, excavation would occur on average at 1.5 feet and at a maximum depth of five feet. Utility poles, signages, fire hydrants, and storm drain inlets would be relocated, removed and/or replaced as well. ADA curb ramps would be upgraded for all street crossings. Stormwater treatment bioretention areas would be installed along School Street, and landscaping and irrigation would be installed along School Street and Topper Lane. School Street and Topper Lane will be repaved.

Reasons for Exemption
The project will construct asphalt concrete pathways on School Street and Topper Lane between Moraga Road and St. Mary's Road with direct connections to the Lafayette-Moraga Regional Trail; and a sidewalk on the north side of St. Mary's Road between Topper Lane and Birdhaven Court. The Project consists of new pedestrian and bicycle facilities that improve safety, access, and mobility, within the public right-of-way as defined under Public Resources Code 21080.25(b)(1). The project meets all of the requirements for a Statutory Exemption under Public Resources Code Section 21080.25. For this reason, the project is statutorily exempt from environmental review under CEQA.
