Document Description
he project will implement fuels reduction on 3.5 acres at the Mule Town Road Cemetery in Shasta, CA. The project will benefit local communities by reducing wildfire risk. Project treatments will be implemented by the California Conservation Corps (CCC), Redding Center. The CCC will remove dead and dying vegetation and will thin out trees (<18 inches dbh), shrubs, brush and other vegetation overgrowth within the project area to achieve the objectives of reducing the intensity and spread of potential wildfires. Ladder fuels will be removed by limbing trees 8-10 feet from the ground and removing brush and other fuels so that tree canopies cannot sustain fire. Dense vegetation will be carefully thinned, creating horizontal separation between residual trees and shrubs. The CCC will accomplish this work using mechanical equipment and hand tools, including chippers, chainsaws, and loppers. Vegetation and woody debris generated from fuels reduction activities will be treated and disposed of through chipping and pile burning. Pile burns will be conducted in coordination with CAL FIRE and the City of Shasta during approved burn windows, in compliance with all air quality and fire safety requirements.

Reasons for Exemption
WSRCD has determined that the objectives of fuel reduction and the implementation activities as designed for this project will result in minor alterations to vegetation and land and therefore fit within the §15304 exemption. WSRCD has also determined that no exceptions exist which would preclude the use of this exemption, such as: (a) sensitive species or habitats, (b) cumulative impact, (c) significant effects on the environment, (d) impacts to scenic highways, (e) activities within a hazardous waste site, and (f) significant adverse change to the significance of any historical resource.
