Reasons for Exemption
Section 15301(c) of the CEQA Guidelines exempts from CEQA review the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.” Section 15302(c) of the CEQA Guidelines exempts activities that consist of the replacement or reconstruction of existing structures and facilities where the new structure will be located at the same location. This project consists of the advertisement and award of a contract to allow for repair, rehabilitation and replacement of culverts in existing County-maintained roadways in the unincorporated area of San Diego County. The project does not include construction of additional traffic lanes, approval of new developments or other activities that may increase traffic to existing roads. The project aims to ensure drainage for existing roads remains adequate. Therefore, the action is categorically exempt from CEQA review pursuant to Section 15301 (c) and 15302 (c) of the CEQA Guidelines.
