Document Description
Approval of a Cost-Sharing Agreement for Design and Engineering Services for construction of a roadway for transit vehicles connecting the Palo Alto Transit Center and El Camino Real, enhancement of the existing crossing of El Camino Real and Quarry Road for non-motorized modes of transportation, and realignment of an existing multiuse path, and associated improvements. The Project's purpose is to improve transit reliability and travel time, enhance accessibility and safety for bicyclists and pedestrians, and fulfill regional and Palo Alto Comprehensive Plan policies on transit improvements. The Project will benefit transit passengers, bicyclists, and pedestrians.

Reasons for Exemption
The Project constitutes a facility extension not in excess of four miles in length that is required for the transfer of passengers from or to an exclusive public mass transit guideway service. Due to its fixed location, Caltrain qualifies as an “exclusive public mass transit guideway” service. The Project will extend the existing transit center facility by approximately 210 feet, through the intersection of Quarry Road and El Camino Real, to facilitate the transfer of passengers to Caltrain, among other public transit services.
