To authorize the existing Eastside Bypass Bridge (Bridge No. 39C0347) — a 24-span, 708-foot-long, 30-foot-wide, conventionally reinforced continuous concrete slab structure supported by two abutments and 23 four-column bents, with straight two-lane approaches approximately 11.5 feet wide — located on West Washington Road and constructed in 1965. The bridge is documented in the Lower San Joaquin River Flood Control Project O&M Manual for Levees, Irrigation and Drainage Structures, Cannels, and Miscellaneous Facilities Part I, As Builts on Drawing B-5EIO-I, Sheet 33.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, no exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
