Document Description
The proposed action includes the rezoning of three sites identified in the City of Cerritos 2021-2029 Housing Element: Site A, Site 7, and Site B. The purpose of this project is to create Area Development Plans (ADP) to establish development standards for any potential housing development. This action is solely proposing the rezoning of the sites listed, and does not propose any specific development projects. Minor companion updates to the General Plan Land Use Element are proposed to provide internal consistency with the adopted Housing Element reflecting the proposed rezoning.

Reasons for Exemption
(A.) The proposed action includes the rezoning of three sites 1dent1fied in the City of Cerritos 2021-2029 Housing Element: Site A, Site 7, Site B, pursuant with applicable state housing law. The sites are being rezoned into Area Development Plans, ADP-18 (Site A), ADP-19 (Site 7), and ADP-21 (Site B). The proposed rezoning effort is statutorily exempt from CEQA pursuant to Section 21080.085 of the California Public Resources Code which was recently amended by Senate Bill (SB) 131, Section 21080.085 exempts rezonings required to implement approved housing elements. (B.) Minor companion updates to the General Plan Land Use Element are proposed to provide internal consistency with the adopted Housing Element and to reflect the proposed ADP rezoning details. These minor updates are exempt from CEQA pursuant to the Common Sense Exemption (Section 15061 (b](3]).
