The “Citizens Dock and Seawall Replacement Project” (the Project) consists of two primary components: 1. Demolition and reconstruction of the Citizens Dock and seawall, including public access improvements along the shoreline and parking lot upgrades. 2. Construction of the South Harbor Habitat Restoration Project to provide compensatory mitigation for biological impacts resulting from the dock and seawall reconstruction. The project is situated in Crescent City Harbor, an unincorporated area near Crescent City. The harbor is a vital economic hub, supporting commercial and recreational fishing, seafood processing, a Coast Guard station, and various businesses. The Citizens Dock and adjacent parking lot are essential for the commercial fishing industry, serving as the primary location for loading gear and offloading seafood. The site’s coordinates are approximately 41°44’45.22”N, -124°10’59.39”W.
