Document Description
The Project consists of replacing one storm drain inlet, one manhole, approximately 205 linear feet of storm drain pipeline, one new lift pump, structural improvements to the existing lift station structure, new electrical improvements for the new lift pump, and one reconstructed interconnection structure between the Alta Irrigation District’s Monson Ditch and the existing stormwater basin on Road 105. The reconstructed interconnection will eliminate stormwater from the existing stormwater basin from discharging into Alta Irrigation District facilities during the winter months to provide groundwater recharge. The Project takes Place in the unincorporated and disadvantaged community of Sultana and would improve the storm drain system for the whole community.

Reasons for Exemption
The Project intends to improve the existing stormwater system in the community of Sultana. This involves expanding the system through the installation of approximately 205 linear feet of pipeline, replacing existing infrastructure, and making improvements to the existing lift station's electrical system. The proposed Project is excluded or exempt from the California Environmental Quality Act (CEQA) because the project is consistent with Class 3 15303(d) New Construction or Conversion of Small Structures (per PRC Sec. 21080.47) because it involves a water main, sewage, electrical, gas, and other utility extension of a reasonable length. Additionally, the Project is exempt pursuant to CEQA Guidelines Section 15282(k), as the Project involves the construction of a new pipeline less than one mile in length [Public Resources Code Section 21080.21]. Therefore, use of CEQA Guidelines Section 15303(d) and 15282(k) are applicable and appropriate.
