Document Description
The California Department of Fish and Wildlife (CDFW) has amended Streambed Alteration Agreement EPIMS Notification No. EPIMS-VEN-48802-R5, pursuant to Section 1602 of the Fish and Game Code to Rancho Simi Recreation and Park District. The Project is limited to the removal of deadwood, debris, and invasive plant species from Medea Creek. Project activities will be conducted by crews operating on foot and using hand tools. Vegetation and debris will be removed by hand-pulling, cutting, and direct application of herbicide. Non-native trees will be cut into several sections and carefully lowered to the ground by crew members. The remaining stumps will be retained and herbicide will be applied directly to the cut stump. Invasive plants will be removed off-site and disposed of at a landfill. Debris and deadwood material will be mulched and evenly spread across the Project area outside of the stream banks.

Reasons for Exemption
On September 26, 2024, the CDFW, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15301 and section 15304. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
