Document Description
The atmospheric river that occurred between December 23-26, 2025, and the heavy rainfall that occurred between December 31-January 5, 2026, resulted in significant flooding on Swarthout Canyon Road resulting in a clear and imminent threat to public infrastructure and residents. Project includes, but is not limited to, removing approximately 50 feet of cement along the roadway that is covering a clogged 4 foot squash corrugated metal pipe, which typically conveys flows from Cajon Creek upstream of Swarthout Canyon Road to downstream of the road but is clogged with debris from the high-flow rain events, replacing it with a new corrugated metal pipe, and pouring new cement to repair what was removed.
