Document Description
Los Angeles County Metropolitan Transportation Authority (Metro) is proposing customer environmental improvements to Metro's older and key transfer
stations through the LAUS Key Station Project (Project). The enhancements support the customer experience, safe and convenient transfers between
transportation modes, and state of good repair to maintain the functionality of the station. The purpose of the Project is to enhance the safety, security,
connectivity. usability, and comfort of the station, which may include updates to architecture, operational equipment, and the overall station environment.

Reasons for Exemption
The Project involves upgrades and improvements to an existing public facility, including minor interior improvements. and exterior improvements such as installing an elevator and converting a travel lane to a bike path, and installing features that support the bike track. The improvements would occur within existing Metro or City-owned ROW and would not expand the use of the facilities. Under Class 1 (c) of the
CEQA Guidelines (§15301), projects that involve negligible or no expansion of existing use such as pedestrian, bicycle, and transit enhancements are categorically exempt. Therefore, the Project is consistent with this exemption, as it improves safety, accessibility, and user experience without introducing new transit operations or increasing capacity.
