The license agreement between the County of San Diego and the Bonita Historical Society to allow for exterior improvements is categorically exempt from CEQA pursuant to Section 15301, Existing Facilities as it would allow for the exterior alterations to an existing facility that would have no permanent effects on the environment and does not involve the expansion or change of the existing use. The license agreement is also categorically exempt from CEQA pursuant to Section 15303 New Construction or Conversion of Small Structures as it would allow for construction of small pads for the installation of sculptures that are accessory to the existing museum and cultural center and total less than 2,500 square feet. The project is categorically exempt from CEQA pursuant to Section 15311 Accessory Structures because the proposed pads and sculptures would be accessory to the existing museum and cultural center. Further, no exceptions in CEQA Section 15300 apply to this project. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; and is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code.
