Document Description
The Bergerol Residence Renovation and Expansion project includes modifications to an existing ca. 1911 single-family residence that was designed by notable architect Brainerd Jones, is located in the Oakhill-Brewster Historic District, and is eligible for designation as a historic resource pursuant to CEQA. The work includes the construction of a ± 450-square-foot ground-floor addition to the rear of the structure, construction of a rear deck, replacement of all windows, new exterior colors, replacement of asphalt roofing, and interior renovation and remodel. No changes to exterior materials or character-defining features other than windows, paint, and roof shingles are proposed. All windows that are original to the Brainerd Jones design will be replaced with energy efficient custom-built windows that replicate the existing divided lite patterns. Changes proposed by the project will be minimally visible from the public right of way.

Reasons for Exemption
The project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15331 (Historical Resource Restoration/Rehabilitation), which exempts projects involving limited repair, restoration, preservation, and reconstruction of historical resources in a manner consistent with the Secretary of the Interior's (SOI) Standards for the Treatment of Historic Properties. The existing historical resource and the proposed project were reviewed by a qualified architectural historian who determined the modifications are consistent with SOI Standards for rehabilitation. The project is also categorically exempt pursuant to Section 15301 (Existing Facilities), which exempts projects involving minor alterations to existing private structures including interior alterations, rehabilitation of structures to comply with current standards, and additions that do not result in an increase of more than 50 percent of the floor area or 2,500 square feet. The proposed project will result in a structure equipped with windows that comply with current efficiency standards, interior modifications, and an addition that adds 27 percent additional floor area, and an exterior deck. Pursuant to CEQA Guidelines Section15300.2, there is no exception to the exemption that would disqualify this project from using a categorical exemption. Section 15300.2(f) does not apply because this project will not cause a substantial adverse change in the significance of the historical resource.
