The changes approved with this Minor Modification include the following: modify an existing 20,000 gallon per year winery to allow for a 1,218 square foot addition expanding existing winery barrel storage; decrease employment from four full-time to one full-time and one part-time employee; increase visitation from five to 42 visitors per day; increase visitation hours from 10:00 a.m. to 4:00 p.m. Monday through Saturday to 10:00 a.m. to 6:00 p.m. Monday through Saturday; establish a Marketing Program with catered meal events allowing up to ten annual events with 30 guests, and one annual event with 56 guests, Monday through Saturday, from 10:00 a.m. to 10:00 p.m. (conclusion of clean-up); and reduce the number of required parking spaces from six to five as approved by Napa County Zoning Administrator on January 2, 2026.

Reasons for Exemption
The project consists of minor expansion to an existing structure, an increase in by-appointment tours and tastings, and a new marketing program. The project meets the criteria for a categorical exemption under §15303 (Class 3, New Construction or Conversion of Small Structures) of the State Guidelines and under Appendix B of Napa County’s Local Procedures for Implementing CEQA (Additional Categorically Exempt Projects in Napa County), Item No. 10 – Construction and operation of small wineries. The site of the development is not in an environmentally sensitive area and is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.
