Document Description
The proposed project is for a license for a specialty cottage outdoor cultivation license for commercial cannabis. The project site is located at 29190 Eel River Ranch Road in Covelo Mendocino County CA 95428 (APN 034-143-02-00). The proposed project is for 2,450 sf of mature cultivation within a ~9.53-acre project footprint. The project site was pre-existing, meaning that cannabis cultivation had been happening on the parcel prior to legalization. Original cultivation began in 1992. In 2016 two separate cultivation sites existed both with 20 plants in a 1000 sq ft area. Only one area remains over 1,000 sq ft footprint and 20- 100-gallon cultivation pots. Irrigation is supplied by an existing on-site rainwater catchment system. Maximum annual water required for cultivation is estimated at 50,000 gallons.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
