Project Description
Project Location:
Jameson Road: Prescott Road to 1,900 feet east of Prescott Road, Louise Avenue: Manteca city limits to Austin Road, Mitchell Road: Southland Road to north end. See attached Vicinity Map.
Project Justification:
Jameson Road’s original construction date and existing structural section are unknown. Jameson Road is 19 feet wide and has been periodically chip sealed by Road Maintenance most recently in 2020. Louise Avenue’s original construction date and existing structural section are unknown. Louise Avenue is 24 feet wide and has been periodically crack sealed and chip sealed most recently in 2017 and 2022. Mitchell Road’s original construction date and existing structural section are unknown. Mitchell Road is 38 feet wide and has been periodically crack sealed and slurry sealed most recently in 2017 and 2023.
The existing paved surfaces are oxidized and cracked with potholes; there is also moderate alligator cracking throughout the project limits. The roadways have extensive edge cracking.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadways (19-38 feet wide) 0.25 feet on Jameson Road, Louise Avenue, and on Mitchell Road with Hot Mix Asphalt (HMA) (Type A).
2. Repairing pavement structural failure areas with full depth of 0.25 feet HMA (Type A).
3. Replenishing 6 feet wide Shoulder Backing: 2 feet (8%) and 4 feet to conform.
4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
5. Constructing 2-8 feet HMA (Type A) driveways and frontages.
6. Performing Earthwork (Miscellaneous Areas) to remove high shoulder areas.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
