This purpose of this project is to improve an existing pedestrian crossing near an elementary school. This includes upgrading the pedestrian crossing with enhanced safety features including in-roadway warning lights, bulb-outs, signs, stripes, and roadway markings. The beneficiaries of this project include the residents of the city, students attending the nearby school, and those who utilize the improved pedestrian crossing.

This project is exempt because the construction activities proposed by this project, will all be minor alterations of existing facilities. The largest components of this project will be the construction of bulb-outs, and reconstruction of sidewalk. The project is exempt from the California Environmental Quality Act (CEQA) because it does not include the construction of any new bicycle facilities, transit improvements, or additional automobile lanes within the existing right of way, according to the California Code of Regulations, Title 14 Section 15301(c).
