Document Description
The Project includes installation of a new well pump and associated electrical, controls, and discharge piping for existing "Supplemental Well #3" on APN 018-341-25. The project does not include ground disturbance other than resurfacing of existing pavement; PV Water would replace the pump in the existing well and run conduit through existing above grade infrastructure. The pump capacity would not be increased over historic pumping capabilities. Installation of the replacement pump and all associated project improvements are anticipated to be complete by June 2027.

Reasons for Exemption
The Project is exempt because it involves replacement of an existing pump without ground disturbance or expansion of use. All work would occur within existing infrastructure, and no new facilities or construction outside the current footprint or site is proposed. The pump capacity would remain consistent with previous operations, and there would be no increase in water extraction or change in operational intensity. As such, the project qualifies for a CatEx under CEQA Guidelines section 15301 (Existing Facilities), which applies to the maintenance and minor alteration of existing public or private structures involving negligible or no expansion of use and section 15302 (Replacement or Reconstruction), which applies to replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. None of the exceptions in Section15300.2 apply to the Project.
