Annexation of both city owned and private property that abut the City's Wastewater Treatment Plant totaling 669.07 acres Colusa Triple Crown (CTC) will develop approximately 83.66 acres of land abutting the Treatment plant into a cannabis facility. The cannabis facility will be built out over a period of 5 to 8 years and contain 10 structures and supporting infrastructure. CTC will utilize reclaimed water from the WWTP for its agricultural operation. The project contains a General Plan Amendment to add Agricultural and a rezone of AG - Agricultural as well as a municipal code update to introduce an AG zoning regulation.
