Document Description
TAMC’s Monterey County Regional Bicycle and Pedestrian Wayfinding Plan provides standard design guidelines for uniform wayfinding signage throughout Monterey County. The Plan identifies regional bicycle and pedestrian routes, sign locations and provides standard design guidelines for uniform wayfinding signage throughout Monterey County. Wayfinding signs will be placed within existing streets and public right-of-way throughout the jurisdictions and unincorporated areas of Monterey County, including within California State University, Monterey Bay (CSUMB). Within CSUMB specifically, 15 new signs will be installed within developed and previously disturbed areas around campus. The Regional Bicycle and Pedestrian Wayfinding Plan includes implementation strategies. Implementation includes a Memorandum of Understanding between the Transportation Agency for Monterey County and the jurisdictions in Monterey County, such as CSUMB, to manufacture and install the wayfinding signage in the locations identified in the Plan. The Regional Bicycle and Pedestrian Wayfinding Plan will encourage bicycling and walking, improve access to regional destinations, and improve regional connections between communities in Monterey County. The project's beneficiaries include the jurisdictions and unincorporated areas of Monterey County, including CSUMB.

The proposed installation of bicycle and pedestrian wayfinding signage within Monterey County—including 15 new signs on the CSUMB campus—is exempt from CEQA because it involves minor alterations to existing facilities and placement of small structures within previously developed and disturbed areas, with no potential for significant environmental impacts. Section 15301(c), (f), and (g): The project consists of installing small wayfinding signs within existing roadways, pathways, and public rights-of-way. This qualifies as a minor alteration of existing facilities because: o Signs are placed within developed and previously disturbed areas. o No new ground disturbance beyond shallow post-installation is required. o The project does not expand the capacity or footprint of any facility. o The improvements are consistent with §15301(c) (minor alteration of existing streets and pedestrian facilities) and §15301(f) and (g), which cover minor additions or modifications to existing utilities and public service features. The proposed project would not have a significant effect on the environment due to unusual circumstances; would not result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to Sec. 65962.5 of the Government Code; is not a historic structure and would not cause a substantial adverse change in the significance of a historical resource; and would not result in cumulative impacts. Furthermore, none of the exceptions to the use of categorical exemptions set forth in CEQA Guidelines Section 15300.2 apply to this project.
