Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Division 10, Chapter 2, Section 26012, approved a Retail commercial cannabis license. The Project will consist of a Land Use Permit to allow a Cannabis Store front Retail (Dispensary) known as Dr. Greenthumb's. The project will occupy an existing approximately 3,000 sq. ft. leased space within a 4,792 sq. ft. commercial building. Tenant improvements are proposed to the interior of the building, which will include a check-in area, a retail area with restroom, a service counter and payment area, a secure cannabis storage room, an office, an employee break area, a janitor’s closet, a server room, and a secured cannabis intake area. No new square footage or significant exterior changes are proposed. The existing exterior windows will be frosted for security and privacy. No grading is proposed and no landscaping is proposed (existing landscaping was installed as part of the overall development of the site). Hours of operation will be from9am-9pm, seven days a week. There will be approximately five to nine employees working during any given shift, including delivery drivers. The project includes at least 10 parking spaces for employees and customers, along with 50 additional parking spaces that are shared with the rest of the shopping plaza.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. On February 6, 2018, Santa Barbara County Board of Supervisors certified an Environmental Impact Report (EIR) and approved the Cannabis Land Use Ordinance and Licensing Program. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
