Document Description
The Applicant, Blue Mountain Development, requests approval of Administrative Action (CUP-S-2025-0008) to modify the elevations, floor plan, and site plan of a previously approved senior recreation building on a vacant 1.2-acre site.
• Floor plan revisions include relocating the kitchen and women’s restrooms, removing a storage room, and reconfiguring showers to improve circulation and pool-area use (Figure 1);
• Exterior changes include removing window and door trim accents, rafter tails, and the chimney; adding iron awnings on the south side of the building; and revising the showers, window layout, and roofline to support a modern Spanish Colonial design (Figure 2); and
• A site plan revision to rearrange the trash enclosure to improve access.

Reasons for Exemption
“Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of “existing facilities” itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use.”
The proposed project constitutes a minor alteration of a proposed facility with negligible expansion of use, as there is less than a 5% change in the project’s gross floor area due to the proposed elevation changes and floor plan reconfiguration. Therefore, the project is exempt from CEQA pursuant to Section 15301 of the State CEQA Guidelines.
