Document Description
The Project will replace approximately 0.9 miles of existing water main infrastructure on five suburban streets in Concord, CA. The purpose of the project is to upgrade aging water infrastructure by replacing water mains and hydrants in the neighborhood. This aging infrastructure includes sections of high-risk 4-inch cast iron pipe and 4-inch, 6-inch, and 8-inch asbestos cement pipe that was installed in the 1960s. In addition to the 0.9 miles of water line that will be replaced, one new hydrant will be installed, and seven existing hydrants will be replaced. The Project is entirely within the existing CCWD treated water service boundary and will not result in an expansion of service.
Construction is anticipated to occur between June 2026 and March 2027, with an expected duration of 8 months. The pipes will be transported in 20-foot sections to the project area and stored in small piles throughout the work area to reduce disruptions to pedestrian and vehicular circulation. As the Project will be under construction for a few days in front of each residence, the 20-foot sections of pipe will typically be stationed in one place for a maximum of one week at a time. Upon replacement, the existing lines will be abandoned in place per CCWD standards. No disruption will occur from pipe removal.

The Gilly Lane and Vicinity Pipeline Replacement Project (Project) is located in the City of Concord’s public right-of-way on Gilly Ln, Gilardy Dr, Julie Ct, Picadilly Ct, and Lambeth Ln. From CCWD’s corporation yard at Bisso Lane, Concord, the site will be accessed by heading south towards Concord Ave, left onto Concord Ave, right onto Market St, left onto Meadow Ln, and right onto Gilly Ln. See Figure 1 for a Project vicinity map and Figure 2 for a Project location map.

Reasons for Exemption
The Project is exempt under CEQA Section 15301(b) Existing Facilities, Class 1, repair and maintenance of an existing public utility facility involving no expansion of use. The existing facility involves publicly owned utilities used to provide treated water service. The Project is also exempt under CEQA Section 15302(c), which exempts “replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacities”.
