Document Description
The Old River Pump Station (ORPS) is located at CCWD’s intake at Old River in the Sacramento-San Joaquin Delta. In 2024, a condition assessment of the electrical infrastructure at the ORPS substation revealed that several components of the substation need to be modernized and repaired. The purpose of this Project is to conduct the necessary electrical repairs at the ORPS substation.
The Project will consist of the following repairs at the ORPS substation:
- Replacement of the existing battery system with a new NiCad battery system.
- Rehabilitation of existing sulfur hexafluoride (SF6) gas circuit breaker, including replacement of six breaker bushings with more resilient modern bushings.
- Installation of a new HVAC mini-split system in the electrical service building.
- Replacement of the existing disconnect switch with a new motorized disconnect switch.
- Replacement of six existing halogen light fixtures with high efficiency LED fixtures within the perimeter of the substation.
- Structural modifications to the A-frame support structure.
The Project is expected to take two months, with construction occurring between November and December 2026 or 2027. A facility power outage will be necessary during construction, with an estimated duration of three weeks. During this time, the ORPS intake will not be in operation. Equipment laydown and vehicle staging will occur in previously disturbed areas adjacent to the substation, such as roads and parking areas, on CCWD property. See Figure 3 for the locations of staging areas at the Project site. The following types of equipment are expected to be present at the project site: work trucks, forklifts, man-lift bucket trucks, mobile cranes, portable generators, and a mini-excavator or skid-steer.
