Document Description
Caltrans approves the encroachment permit for Pacific Bell Telephone Company d/b/a AT&T California to access the existing utility pole No. 921860E located within Caltrans' right-of-way. The project involves a 10-foot horizontal excavation to install a new grounding system consisting of #6 AWG bare copper wire, directly buried and interconnected with two pneumatically driven copper grounding rods measuring 5/8 inch in diameter and 8 feet in length. Construction activities would occur at the intersection of Winlock Drive and Pacific Coast Highway (State Route 1) at postmile 15.54 in the City of Torrance, County of Los Angeles. Excavation would have a maximum depth of 48 inches, an average width of approximately 12 inches, and a maximum length of 10 feet. Temporary traffic control measures would be implemented during construction. No public utilities will be relocated, and no new right-of-way will be acquired for the project.
