Reasons for Exemption
Development Application No. 2025-00045 is exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15311, Class 11 (Accessory Structures). The Class 11 Exemption consists of the construction, or replacement of minor structure accessory to (appurtenant to) existing commercial, industrial, or institutional facilities, including on-premise signs. The proposed project is a request for a replacement electronic readerboard sign at an existing institutional use and would therefore be consistent with this type of exemption. Pursuant to Section 15300.2 (c) and Section 15311 of Title 14 of the California Code of Regulations there are no unusual circumstances in respect to the project for which staff would anticipate a significant effect on the environment and, therefore, the proposed project is categorically exempt from the provisions of CEQA.
