Reasons for Exemption
Pursuant to the California Environmental Quality Act (CEQA) and the State CEQA
Guidelines, the minor modification is categorically exempt from CEQA under Guidelines Class 1 Section 15301, Existing Facilities (e)(2). Special Use Permit No. PSP 18-025 was approved in conjunction with a Categorical Exemption. The Planning Commission found that said Special Use Permit was Categorically Exempt, consistent with the California Environmental Quality Act (CEQA) and the State CEQA Guidelines pursuant to Title 14, Cal. Code Regulations, Section 15301, Class 1,
pertaining to Existing Facilities. The use of Section 15301 was applicable and appropriate because the project utilized existing facilities from a previous development that was almost entirely razed.
Minor Modification No. MIM 25-052, is for the allowance to update the site plan to add 20 additional RV spaces to the existing established RV Park, can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This is because the existing RV Park has already gone under CEQA review with the approval by Special Use Permit No. 18-025 (PC) with an approved Categorical Exemption. Therefore, the application of CEQA Class 1 Section 15301, Existing Facilities (e)(2) is applicable and appropriate for this
project.
