Document Description
The project proposes the construction and operation of an approximately 157,794 sq. ft., four-story automobile dealership for vehicle sales, service operations, and vehicle storage with the following entitlements: 1. Conditional use permits to 1) construct an Automotive – Vehicles Sales, Lease & Rental use and Automotive Repair and Modification (Major) use; 2) allow an increase to the maximum floor area; and 3) establish a comprehensive sign program; 2. Variances to permit: (1) a reduced landscape setback; (2) freeway-oriented signage; (3) increased freestanding sign dimensions; and (4) fewer parking spaces than required by the Zoning Code; and 3. A tentative parcel map to consolidate multiple parcels into a single lot for development.

Reasons for Exemption
The project qualifies for a Class 32 - In-Fill Development Categorical Exemption under the California Environmental Quality Act (CEQA) (Public Resources Code, Sections 21000-21189.57) as set forth in Sections 15332 and 15300.2 of the State CEQA Guidelines (California Code of Regulations, Title 14, Division 6, Chapter 3, Sections 15000-15387). The Class 32 Exemption consists of projects located within an urbanized area, less than five acres in size, and can be adequately served by all required utilities and public services. The proposed project to permit a four-story automotive dealership and service facility on a vacant 2.8 acre project site, and the consolidation of multiple parcels into one development site for development purposes will not result in any significant effects related to traffic, noise, air quality, water quality, or biological resources, and no unusual circumstances are anticipated that would result in a significant environmental impact. The project would therefore be consistent with this type of exemption pursuant to Sections 15332 and 15300.2 of Title 14 of the California Code of Regulations.
