Document Description
The California Department of Transportation (Caltrans) District 12 initiated a multi-asset project to address deficiencies along the State Route 133 (SR-133) corridor between Lake Forest Drive (Dr) at Post Mile (PM) R7.5 and the Junction (JCT) with Route 241 at PM 13.6. The project will be in Orange County, California, in the City of Irvine and Unincorporated Orange County. Two alternatives are being considered, The Build and No Build Alternative.
The proposed improvements of the build alternative include safety device improvements, accessibility improvements for pedestrians, lighting and Traffic management system upgrades, signing and striping, and stormwater treatment facilities. The build alternative also proposes minor improvements at the interchanges of Route 133 and Interstate 5 and State Route 241.

Reasons for Exemption
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The types of "existing facilities" itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use.
(c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes).
