Project Description
Project Location:
Kettleman Lane: Tully Road to East End. See attached Vicinity Map.
Project Justification:
Kettleman Lane was originally constructed as part of the Lockeford Tokay Colony and Lockeford-Lodi Small Farms Block No. 1 subdivisions in 1911. The structural section for this section of Kettleman Lane is not available. The roadway was last chip sealed in 2015 by Road Maintenance.
The existing roadway surfaces within the project limits have significant alligator and block cracking and isolated areas of rutting, with a high number of cold mix patches and Overall Condition Index (OCI) ratings ranging from 27-39.
Scope of Work:
The project will consist of:
1. Placing 0.25 feet Hot Mix Asphalt (HMA) overlay on Kettleman Lane from Tully Road to Jory Road, and Clements Road (east) to the East End. Placing 0.17 feet HMA overlay from Jory Road to Clements Road (west), with 50 feet transitions between the 0.17 feet and 0.25 feet overlay sections.
2. Repairing pavement structural failure areas with full depth 0.25 feet HMA (Type A).
3. Performing Earthwork (Miscellaneous Areas) in areas where the existing ditches are partially filled.
4. Placing six (6) Monument frames and covers as requested by the Professional Land Surveyor (PLS).
5. Placing 4–6-foot HMA driveways.
6. Removing all areas that were repaired with cold mix.
7. Removing ten (10) existing/damaged corrugated metal pipes and replacing eight (8) of them with 12-inch reinforced concrete pipes and two (2) with 36-inch reinforced concrete pipes.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
