Document Description
To perform tower foundation and structure modifications at existing structures located on the West Sacramento-Brighton 115 kV circuit, and to improve existing Optical Ground Wire (OPGW) and alldielectric self-supporting (ADSS) communication fiber lines located within the American River Parkway Designated Floodway. Site improvements include lattice steel tower structure modifications on eight locations,
tower foundation modifications on five locations, conduit replacement at one location, and optical ground wire replacement. Temporary structures will be installed including a netting system and a guard structure. All temporary structures will be removed after construction. This permit supplements and where in conflict supersedes the conditions in Permit No. 3356 that was issued to PG&E on 5/4/1960, for the installation of a 110 kV power line, and Permit No. 14755 that was issued to PG&E on 9/9/1987, to install underground fiber optic cable along the right overflow area of the American River.

Reasons for Exemption
The Board has determined that the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. In addition, the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. Finally, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply
