Document Description
The California Department of Transportation (Caltrans), using State funds only, is proposing the replacement of existing traffic guard rail assets on Interstate 8. These efforts will replace damaged assets with a new engineering standard. Proposed activities will take place in the cities of La Mesa and Alpine in San Diego County at post miles 12.2 and 31.327. These activities entail removal of previous post holes and adjacent drainage ditch, back filling and replacement of these assets with current Caltrans standards and specs. This ground disturbance will be approximately five feet below the surface and is limited to the existing at-grade highway. Work will be conducted in the traffic lanes and on the shoulder with no staging required. All work will be conducted within the existing Caltrans right of way (ROW).

The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing Facilities). Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Caltrans has determined that this project would have negligible or no expansion of existing or former use, and would have no significant effect on the environment.
