Document Description
The proposed project consists of maintenance repairs and improvements to BI 0107 (Location 1) and the East Canyon Channel (Location 2 and 3) to eliminate flow restrictions and any further damage to the surroundings. The proposed project scope for Location 1 includes replacing, regrading and recompacting approximately 300 square feet of a trapezoidal segment. Location 2 includes replacing approximately 41-feet of existing damaged wall panels in-kind, from panel joint to panel joint, requiring the use and installation of temporary shoring. Location 3 includes repairing and installing three 15-foot steel braces between the splitter wall and the southerly wall, drilling and bonding dowels at the bottom of the splitter wall and filling any joints or cracks in the wall with epoxy filler. Construction is anticipated to take approximately six (6) months during the dry season, starting in April 2026 through October 2026. All three locations may be worked on concurrently based on the contractor’s preference and will be worked in one phase. If necessary, water diversion will be used to divert any incidental summertime flow during repairs.

Reasons for Exemption
The project is exempt from CEQA per State CEQA Guidelines Section 15301, 15302, and 15303 because the project involves repairs and improvements to three existing flood control channel locations, which includes the replacement of an existing channel invert, side walls, and wall panels to provide flood control and site protection for the local community. The structures will remain in the same locations and the replacements will serve the same purpose and capacity as the original structures. There is no change to the existing use or capacity of the structures. Additionally, the project is not located in a sensitive environment and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites pursuant to Government Code Section 65962.5, or indications that the project may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable based on the record of the proposed activities.
