Document Description
In order to be fully compliant with AB 2140, the City of Santa Paula is formally adopting the FEMA-approved Multi-Jurisdictional Hazard Mitigation Plan, of which the City's LHMP is part, into the Safety Element of the City of Santa Paula 2040 General Plan, and making appropriate and required language changes to the Safety Element to reflect this adoption.

Reasons for Exemption
Pursuant to Section 15183 of the CEQA Guidelines, formal adoption of the FEMA-approved MJHMP and amendment of the 2040 General Plan Safety Element to include the proposed language is exempt from further review under the California Environmental Quality Act. These actions create no inconsistency with the development density established by the 2040 General Plan policies for which an Environmental Impact Report was certified. Further there are no project-specific significant effects from these actions which are peculiar to the project, and the actions do not have the potential for significant or cumulative impacts not already addressed in the certified 2040 General Plan Environmental Impact Report.
